AGARTALA, Sep 17 (TIWN): Modi Govt introduced GIS system in MGNREGA scheme to reduce corruption in state Tripura.

The Union rural development ministry will use GPS to monitor the implementation of Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and the work being done under the scheme.

According to source, the monitoring will commence from Bamutia block under Mohanpur subdivision and spread to 57 other blocks in the state.

Corruption is eating into the scheme, but GOI have to guard against this type of corruption. However, there still lie a number of implementation issues in the field which need to be looked into and improved so as to bring about effective implementation of the

Act. Thus, issues like passive efforts at higher levels of administration to implement the Act, lack of incentives at lower level of administration; low incentives of local official’s  vis-à-vis increasing awareness, proximity to the block/ Gram Panchayat and people’s awareness regarding specific aspects of MGNREGA exist in the field.

The present work focuses on developing a Web GIS integrated framework for planning infrastructural facilities up to village level under MGNREGA. The spatial utility maps for infrastructural facilities existing at village level have been created using GIS. The spatial gaps in the existing facilities have been examined to plan for the new facilities.

This not only helps to create annual plan for each location but also perspective plan for longer period. The proliferation of geographic information system (GIS) conveys the need for research to provide a greater understanding in the area of ecommerce. The present study integrates the advantages of Geometrics technology and the man power of MGNREGA for the rural development activities.

Already creation of man-days and utilization of funds was close to 100 per cent in Tripura.

Already some of the districts have created more than 100 man-days and implemented the listed work, but complaints have gone to the Union ministry of rural development regarding diversion of funds and false accounting. It is a matter of concern that assets have not been created despite the expenses. This is the reason why the Union rural development ministry is planning to monitor the creation of assets, in proportion to funds spent, through satellite-supported GPS.

The Rs 17-crore MGNREGA scam in Bishalgarh block of Sipahijala district in 2014 and arrest of a number of officials, including BDO Bimal Chakraborty, have made the Centre to utilize GPS system to Monitor MGNREGA scam
