AGARTALA, Aug 5 (TIWN): Senior Tripura Govt official B.M.Sinha filed criminal charges against retd Chief Secretary & CM Manik Sarkar’s pet officer S.K.Panda for criminal conspiracy to deprive him serving as IAS through construction of false proceedings with fraudulent papers for the personal gain. Panda’s coterie of officials punished B.M.Sinha for exposing massive irregularities in SIPARD during Panda’s stint as Director of SIPARD in 2006-7. S K Panda, a retired Union Secretary, also a former Chief Secretary driven by his lust for power, Panda has begged for a low rank of Vice-Chairman, Skill Development Mission which is equivalent to a Govt Under Secretary level official, a much lower strata than the coveted posts of Chief Secretary or Union Textiles Secretary.B.M.Sinha case is a typical example how S.K.Panda’s coterie punished honest officials by depriving them due benefits and IAS promotions.
B.M.Sinha in his FIR and letter to Prime Minister’s office,then to High Court to conduct impartial CBI investigation on Tripura’s former Chief Secretary S.K.Panda to unearth crores of embezzlements, irregularities from SIPARD to other Govt Departments.

I may kindly be informed whether FIR has been registered on my complaint dated 21st December, 2013
at Agartala P.S.against Sri S.K.Panda ex Chief Secretary, Tripura and others on criminal conspiracy
against me to deprive me from serving as IAS through construction of false proceedings with fraudulent
papers for the personal gain of those involved in the series of criminal conspiracy.
( I exposed major financial irregularities by S.K.Panda during his stint as Director of SIPARD in 2006-7)
2. This matter has been taken up with the office of Hon'ble PM to see transfer of this complaint to CBI
for an impartial enquiry into my complaint. The office of PMO advised through its communication to
bring this issue to constitutional courts for transferring to CBI. PMO grievance no
PMOPG/E/2016/0206882
3.On 19th July ,2016 I visited the P.S. Agartala and apprised the second officer of Agartala P.S. in your
absence and requested to enlighten me on status of the said complaint as on date .What I could gather
is that Shri Sourabh Tripathy DIG(Range) handled the issue in December,2013 but until date I could not
gather any further development on its enquiry.
Rather I could see the alleged persons are (Dr S.K.Panda vice Chairman, Mission Director, Skill
Mission,Sri K.V.Satyanarayan Chairman Right to Information ,Tripura ,Shri R.P.Meena, Member,Human
Rights Commission, Tripura, Shri G.K.Rao,Chief Election Officer,Tripura) are recruited or re-employed in
Tripura administration after their retirement from services as if rewarded by Govt for acting against my
career enhancement by misusing official power and position illegally as per dictation of their
Authority,Tripura .
4. On 9th June,2016 I have moved the Governor of Tripura to compel the Govt. for implementing CAT
order dated 26th November,2012 duly re enforced by verdict of Gauhati High Court dated 22nd
March,2016; and also to direct Tripura police to register FIR on my said complaint.
Under the above, it is requested to enlighten me on status of the complaint dated 21st December, 2013
for submission to appropriate court for impartial enquiry into the allegation. Copy of the complaint is
enclosed herewith for your ready reference.
