Mizoram Govt.’s non-cooperative, racial attitude affecting Northeast's decades old problems : Chakma Students facing racial discrimination in Mizoram, Bru refugees unable to return due to racist Mizoram Govt

AGARTALA / AIZAWL, June 23 (TIWN): Congress ruled Mizoram dominated by two political fronts as Mizo National Front and Mizoram Pradesh Congress Committee failed to resolve deacdes ofl ethnic issues involving Chakma, Reang refugees,resulting in creation of lakhs of refugees in Northeast. Due to Mizo Govt.’s racial attitude since 19 years Tripura is suffering from Bru refugee problems and with that another issue of Chakmas has come out recently as the racial problems onging inside Mizoram is creating problems for the outsiders who go to Mizoram for study or job purpose. Chakma students Union in a letter to TIWN informed that Chakma students are allegedly suffering there due to racial bias by the Mizo Govt.. Barak valley Chakma Students’ Association (BVCSA) compalined that Chakma students are considered under Category (ll) (Non Zo) and providing with only 95 % reservation of seats to Category l (Zo ethnic). This category was however created by the division of Scheduled Tribe Students into Non Zo & Zo-ethnic, and Zo Ethnic students were provided with 95 % reservation during State Medical and Technical Organization.

Giving background of the issue Arun Kumar Chakma, President of Barak valley Chakma Students’ Association (BVCSA) said that Mizoram Govt. has played fraud with Guwahati High Court in PIL No. 39/2015 which was filed by Mizoram Chakma Students Union (MCSU) in 2016 challenging the notification No. C11011/1/2015-END(THE) dated 24rth March 2015 issue by the higher and technical education dept. of Mizoram which termed the Chakmas as “Non-Indigenous”, Category-ll and gave priority to the Zo-ethnic in admission of medical and engineering colleges.

On 17th July 2015, the Mizoram Govt. informed the Guwahati Court that it had withdrawn the impugned and gave an under taking that the Chakmas would be included under category 1.

But again the Mizo Govt. secretly notified the Mizoram (Selection of Candidates for Higher technical Courses), Rules 2016, vide notification No- C.11011/1/2015-EDN(THE) of 20th April, 2016 which retained the same text which was PIL. No.39/ 2015, except deleting the words “indigenous” and “non-indigenous”  and reserving 95 % of the seats for the Mizos only.

However, due to this kind of biased attitude led by the Mizo govt. various problems are faced by the outsiders there too.

Mizo Govt. neither cooperating with the Central and Tripura Govt. ofr the Mizo repartition from state Tripura. Mizo govt. is delaying the matter since from the beginning but the matter went worst when being a part of such clashes a refugee named Briguram Reang committed suicide on April 15 night created huge amount of resentment, hatred among the tribals there. The fumed refugees around then burnt atleast houses and 7 houses they damaged fully.

But after that central Govt. officials and Tripura Govt. officials went to the Bru camp to resolve the matter. But from the Mizoram Govt. side, no cooperation is yet gotten after that.

Bru repatriation delayed by 5 months more due to Mizo Govt.’s lethargy and biased attitude. A Tripura Govt. official said that the Mizo Govt demanded central Govt. grant  which is not yet came and that’s why Mizo Govt will delay repatriation further till November 2016.
