AGARTALA, May 20 (TIWN): Chief Minister Manik Sarkar dumped all Ministerial responsibilities to scam-tainted Principal Secretary GSG Ayyangar as CM has no time left for common people. 4 days have been passed that the flood victims are spending days and nights in Kalachara School makeshift camp at Dharmanagar, North Tripura, finally State Govt. woke up from slumber and concerned about the condition of the flood victims. RD Dept. Principal Secretary GSG Ayyangar on Friday at around 12 noon traveled by helicopter to Dharmanagar to take stock of flood situation. However rather than any solution, Ayyangar replayed the CPI-M’s old propaganda blaming Central Govt for lack of central funds and washed off State Govt’s responsibility.

Principal Secretary Ayyanagar in his short visit, met  62 families and reportedly told them that the Central Govt. has been informed about the Dharmanagar flood situation but no fund has been sanctioned yet.

After the massive poll debacle of CPI-M at West Bengal now the Tripura CPI-M started showering some sympathies for the remote areas people.

Ayyangar further promised the people that state Govt. will spend the MGNREGA fund in this purpose.

It’s to be mentioned here that after 4 days of flood, Principal Secretary is promising to utilize MGNREGA fund, which is nothing but a trick to embezzle more MGNREGA funds in this financial year.

Dharmanagar Municipal Corporation claimed that Rs. 1.16 crores have been spent after flood, but in reality the victims are suffering due to lack of basic facilities.

In a small room,  hundreds of children, women are kept without proper food and other basic necessary items, and State claims spending crores for victims.

Moreover, DM Sandeep Mahatme blamed the Municipal Corporation and said that the Central govt. had sanctioned Rs 23.16 crores for this year, but corporation didn’t use them properly.

Surprisingly, Ayyangar when visited Kalachara Block to meet the BDO there, he occupied the chair of BDO Uttam Kr. Bhowmik, whereas Bhowmik was standing beside.

People of Dharmanagar were agitated against Ayyangar as during the communal clash between Bengalis and Brus Ayyangar, although visited by helicopter, but no action was taken then after his departure.

Naturally, Ayynagar will not do anything for the flood victims, apart from devising new ways to loot crores of central govt.’s fundings.

Due to Tripura’s lameduck opposition in pushing for a CBI investigation, otherwise a CBI raid was needed in Bishalgarh / Rupaichari RD Block Scams as internal state audit found many irregularities, looting of funds during the implementation of Central Schemes like MGNREGA, RMSA, NRHM to many others.

Even High Court is not satisfied about the response of audit report from District Magistrates. “Hyderabad Timer Scandal” tainted Corrupt IAS officer Principal Secretary GSG Ayyangar forced District Magistrates to produce Audit report reply on urgent basis to satisfy High Court and stop CBI investigation by any means to save his ‘Lord Manik’s clean image.

The leak of the secret special audit report on irregularities in Bishalgarh RD block in September last year had exposed a loot of Rs 17 crores in implementation of centrally sponsored schemes, including Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).As nine of the 14 officers and Govt employees, including prime culprit former Block Development Officer (BDO) of Bishalgarh Bimal Chakraborty bid their time behind bars awaiting trial, the State Government has been rocked by the exposure of a massive scam to the tune of Rs 160 crore in 33 of the state's 58 blocks.

An IAS officer of 1987 batch Manipur-Tripura cadre, Dr. GSG Ayyangar is one of the most favoured and confidant officer of Chief Minister Sarkar during his earlier stint in the state.

Sources in the Secretariat says that Dr. Ayyangar was promised the Chief Secretaries post once the term of YP Singh is over in January 2017.

HYDERABAD: The government has repatriated the services of GSG Ayyangar, IAS, who is allegedly involved in the timers scandal, which rocked the municipal administration department. 
Ayyangar, who is from Manipur-Tripura cadre is on inter-cadre deputation to the state and presently working as director, personnel and administration, Singareni Collieries Company Limited. 
Ayyangar was in the Municipal Corporation of Hyderabad and was reportedly responsible for purchasing the timers used for street lights at an exhobribitant price compared to market rates.

Timer scandal: Probe nails 4 IAS officers

HYDERABAD: The Vigilance & Enforcement V&E) probe into the timer scandal has nailed four IAS officers — G S G Ayyangar, P Sisodia, Lingaraju Panigrahi and P K Mohanty — and three engineers. 

The probe was initiated after the government ordered an inquiry into the purchase of 7,002 timer devices at an exorbitant price of Rs 8.12 crore by the Municipal Corporation of Hyderabad.

The V&E has in its report, submitted to the government on Monday, recommended booking criminal cases against Ayyangar recently repatriated to his parent Tripura cadre) and Sisodia (currently Nalgonda collector) under the Prevention of Corruption Act. It has left it to the government to initiate suitable action against Panigrahi now commissioner, small savings) and Mohanty (principal secretary to CM). 

Both Ayyangar and Sisodia worked as additional commissioners, Mohanty was the commissioner and special officer of MCH, while Panigrahi was secretary in the municipal administration department when the scam took place (1999- 2002). 

It was found that both Ayyangar and Sisodia favoured three companies — S R Communications, Siri Communications and Krishna Engineering Works — and placed orders worth Rs 8 crore. All the three companies belonged to C V N Rao and his family and only one person laisioned with the MCH. 

Ayyangar had not brought on record the offer of another firm which promised to supply the devices at a cheaper rate. Sisodia, who replaced Ayyangar, also was accused of not considering a proposal of the competitor. He placed orders worth Rs 4 crore. The two officers changed the notings in the file to eliminate the competing firm.

Names of 10 IAS officers disclosed

Hyderabad: The State government on Tuesday disclosed names of ten officers from the Indian Administrative Service (IAS) against whom Anti-Corruption Bureau (ACB) recommended action.

N.V. Ramana of the High Court wanted the government to file an affidavit to the effect that there were no more such cases and adjourned the matter.

On an earlier occasion, the government had disclosed the list of six officers.

The officers whose names were disclosed on Tuesday are as follows: Vinod Kumar G. Agarwal, G. Narendranath, S. Bhale Rao, R.S. Goel, Priyadarshi Dash, B. Narasiah, B. Krupanandam, D. Varaprasad, D.R. Garg, and G.S.G. Ayyangar.

Chief Minister on purpose hired such a nationally known corrupt IAS to head Tripura’s RD Dept as Principal Secretary so that all corruptions can stay hidden and rampant lootings can enrich CPM party funds. Tripura’s massive MGNREGA corruptions from Bisalgarh to Rupaichari, Principal Secretary’s massive looting of crores in Hyderabad street light timer deals, Manik’s close aides like MGNREGA scamster BDO Bimal Chakraborty’s looting of Rs 17 crores MGNREGA funds are not only facts but documented with evidences by State and Central agencies.
