State to constitute Human Rights Commission

AGARTALA, October 22 (TIWN): State Government finally decided to constitute Human Rights Commission to deal with issues of human rights and cases of their violation.

It is the statutory duty of the state governments to set up state human rights commissions as their absence makes access to justice by the victims of the human rights violation.

According to the Crimes in India 2013 report published by National Crimes Record Bureau (NCRB), Tripura had registered 1628 cases of various crimes against women during 2013. Of these cases of cruelty by husbands and other relatives were the highest at 827, followed by 233 cases of rape, 124 cases of kidnapping and abduction and 29 cases of dowry-related deaths.

In a cabinet meeting the decision has been taken up to set up a human rights commission. Necessary rules and regulations were approved by the council of Ministers.

According to the sources, after completion of some formalities, the commission is expected to be formed by January next year.

It has been mentioned that to avoid human rights violations, in 2007, the state government constituted the Police Accountability Commission (PAC), with provisions to protect the human rights of the state's people.

The Tripura PAC has been constituted under the Tripura Police Act, 2007, with the powers of a civil court to summon and enforce attendance of witnesses under the civil procedure code, 1908.

The Apex court recently directed the governments in Tripura, Delhi, Himachal Pradesh, Mizoram, Arunchal Pradesh, Meghalaya and Nagaland to set up these commissions
