KAILASHAHAR, May 10 (TIWN): With another embarrassment to the State Administration, a major misappropriation of public money has been allegedly looted in the name of the production of fertilizers from never implemented ‘Solid Waste Management Project’ at Kailasahar under Unakoti District. Allegation has been raised against the then District Magistrate and Collector (DM, Unakoti) Abhishek Chandra for choosing a Maharashtra based Company named as “Proton Enviro Solution Pvt. Ltd.†without any tender to set up a ‘solid waste management project’ at Kailashahar in the name of production of fertilizers from solid wastes. Rs. 50 lakhs has been sanctioned from the centrally sponsored MGNREGA scheme allegedly by the then DM Abhishek Chandra and the cash amount has been learnt to have given to the company. Besides, it has also been learnt that Rs. 15 lakhs has been sanctioned from ADC Zonal Office Maasmara and each Rs. 10 lakhs from Kailashahar AMC and Kumarghat Nagar Panchayat office has also been sanctioned. It is worthy to mention that as per the agreement between the then DM and the Maharashtra based company it was said that the company with its project would produce 100 Kg of fertilizers daily.
However it was queried that the total amount was given to the Executive Engineer of the mentioned company in the name of setting up fertilizer production centre. And accordingly during the Financial Year (FY) 2012-13 the ‘solid waste management’ was set up.
But most interestingly the proposed project has come to a grinding halt now after it was found that even after producing at least 500 KG of fertilizers collecting solid wastes from Kailasahar AMC and Kumarghat Nagar Panchayat area those has come to be of no use by the farmers.
As part of the project after the DM Abhishek Chanda sanctioned the money to the company, the “Proton Enviro Solution Pvt. Ltd.” has brought a total of 8 Hydraulic Auto each 4 for Kumarghat and Kailasahar to collect the solid wastes.
Interestingly the entire project has now come up with production with the public money allegedly looted at large.
Later it has been learnt that under the regime of present DM Mrinal Kanti Nath the project has been stopped. Nath in this regard said, “Production of fertilizers from such solid wastes would not meet the demands of the farmers in their farming rather the amount of money that we need every month to function the project would cause a heavy damage to the public money.”
However, with this several allegations has been raised against the then DM Abhishek Chanda for misappropriating the public money at large with no outcome yet today from the proposed project.
