NALKATA / LONGTHORAI VALLEY, March 10 (TIWN): Complete inefficiency of the ARDD Minister Aghore Debbarma and all out efforts to create a ‘comrade’ atmosphere in the department, state govt is suffering from huge financial loss as far as the revenue earning from ARDD is concerned. And even after continuous reduction in revenue ARDD Minister Aghore DebBarma does not seem to take any interest to revamp the Nalkata Pig farm due to some mysterious reasons. Since its inception Nalkata Pig Farm has been the one of the largest pig breeding centres in the North Eastern Region. But recently it has been suffering from all sorts of ills. Till date there is no visible respite for the farm to regain its health.

ARDD's Regional Exotic Pig Breeding Farm(REPBF) at Nalkata is one of the elite Pig Farms in the  state and it has been controlled & headed by an officer in the rank of Deputy Director since its inception. And under the sincere guidance of the Deputy Director and with the hard labour of all those involved in the farm Nalkata Pig Farm recorded the highest reveneue earning since 2012  with an average reveneue earning  of Rs 3-4 lakh per month through the selling of piglets & pig products. Dramatically the  average sale record starts going down and at present it has been earning revenue of merely Rs 50000/- to Rs 1 lakh since the middle of 2014.

Now the Nalkata pig farm is controlled & headed by a  junior most veterinary officer namely Dr. Anupam Datta, who has simply 4 years of service experience and allegedly involvement in corruption. He was transferred from Nalkata due to his involvement in financial corruption but as he belongs to the hardcore H B Road wings of the CPI(M) party's employees, he was reposted at Nalkata within 7 month for unknown reasons; just to loot money from sale of products  as no senior official in the rank of Deputy Director is posted there. A unanimous demand has been raised from all corners- from the  locality as well the political persons mainly from ADC  likes of MDC Brajendra Tripura to place a senior officer in the rank of ASTT. Director or Dy. Director at Nalkata immediately to return the lost glory of the Regional Exotic Pig Breeding Farm and to stop the looting of govt money led by Dr Anupam Datta & Co .

 It is to be mentioned here from  23/10/13 to 6/11/13 Dr Anupam Datta was in Kolkata along with some of veterinary officials and stayed in the Tripura Bhawan. Before going to Kolkata Dr Anupam Datta neither took station leave permission nor did he take any leave from his authority. Unfortunately during this time Dr Anupam Datta got involved in some 'non-sense' activities. And even in drunken condition Dr Anupam Datta entered into the 'ladies room' of the Tripura Bhawan. ARDD Officials like Director Dr Dharmeswar Das and Anupam's political gurus tried to go the matter into oblivion but the was reported by the Tripura Bhawan's authorities to the state Home Department categorically mentioning the term ' non-sense activities' . The Home Department then referred the matter to ARDD asking to make an inquiry on the said allegation against Dr Anupam Datta. And the then Secretary,  ARDD Swapan Saha, IAS made an inquiry and issued a Show Cause notice to Dr Anupam Datta Vide No- F.2(A-344) - ARD/ESTT/11/1189-90  on  7/5/14. After getting no satisfactory reply Secretary , ARDD Swapan Saha reported to the ARDD suggesting prompt action against Dr Anupam Datta . Accordingly Chargesheet against Dr Anupam Datta was issued by Deputy Secretary, Govt. of Tripura A. Debbarma. A DebBarma mentioned ," This leave of Dr Anupam Datta, Veterinary Officer, Nalkata shall not be treated as 'Unauthorized Leave' and this period ( 23/10/2013 to 6/11/2013) of leave of  Dr Anupam shall be treated as 'Diesnoon'. "

Veterinary Officer Dr. Anupam Datta, who joined Nalkata as a first place of  posting ,was transferred from Nalkata because of his involvement in financial corruption and posted to Gandhigram Poultry Farm Agartala on 24th February 2014 vide No- F.E.2/DD/ARDD/REPBF/NLJ/2013. But within 7 months Dr Anupam Datta was reposted at Nalkata. And more interestingly Dr Anupam Datta was a local resident and apart from this he is having a very good relation with ARDD Director Dr Dharmeswar Das and also with ARDD Minister Aghore DebBarma(due to his intimacy with CPI(M)'s employees' wings).

ARDD Officials are really unhappy with the extra favour being shown to a corrupted official like Dr Anupam Datta.More surprisingl as soon as Swapan Saha was transferred to another department, none of the ARDD OFFICIALS took the least care about the ongoing activities of the Nalkata Pig farm, one of the largest pig breeding farms in the entire North-Eastern region. Rather day by day huge revenue loss is being suffered by the department; thanks to the looting of money by Dr Anupam Darts & his Co. A farm farm which is supposed to be controlled by an official at least in the rank of Dy Director is now being controlled by an official having only four years of his service experience and Dr Anupam is the all in all in the REPBF, Nalkata. "This is nothing but Tughluqian rule", said an ARDD Official. He said Dy Director Dr Samarendra Das was transferred to Udaipur long before but till date ARDD top boss didn't think it necessary to appoint a Dy Director in such a farm having 3000 pigs and 70 workers. Speaking to this correspondent over phone on Saturday noon the official alleged ," Every day average 10 to 15 piglets are being sold from this farm but Dr Anupam Datta is now showing the fake details of the  sale as 3 to 5 piglets every day. Thus, on an average Rs 30000/- to Rs40000/- loss is being borne by the ARDD ; much to the dismay of honest officials. "

 Unless or until an Asst Director or any Dy Director is placed here, the future of REPBF is sure to face its premature death. And only the ineficient Minister and a corrupt Director(against whom severe corruption charge was submitted by the Assam Govt) will be responsible, said TIWN source. The source also demands Chief Minister Manik Sarkar to wake up from from hid Kumbha sleep regarding his blind faith on Dr Dharmeswar and his cabinet colleague  Aghore DebBarma.
