YoY rise of Fiscal Deficit seems alarming amidst hike of state’s own collection of tax revenue

AGARTALA, February 22 (TIWN): Having accorded the status of Special Category state according to the directive disclosure of constitution and a 90:10 expenditure sharing for all development projects and central assistances, the state Tripura is continuing to depict a dismal state of Public Finance. Public finance is the study of the role of the government in the economy. Possessing an integrated relation with the economics circumstantial affairs of any state economics, Public Finance assesses the government revenue and government expenditure of the public authorities and the adjustment of one or the other to achieve desirable effects and avoid undesirable ones.

There is no argument in the fact that Tripura has no heavy industries or worth mentioning manufacturing sector to garner revenue for the government besides the source of revenue of the government, is factually, nothing if state’s own tax collection and central grants are kept aside. However, even if the Year on Year (YoY) rise is taken for granted the rate (trend) of rise is something worrisome.   

If one looks at the data, validated by Finance Department of Government of Tripura the trend of rise is an alarming one.  The Fiscal Deficit for the year 2011-12 (Actual) was Rs (+) Rs.258.57 crore where the Revised (2012-13) figure was Rs. (-)432.94 crore. And the Budget Estimated (BE) for the fiscal 2013-14 was Rs.  (-) 901.99 crore. As stated earlier, the fiscal dideficit, in all the yardsticks has performed in a worse way. The 2012-13 (Actual) Fiscal Deficit was Rs.(+) 336.56 crore where the Revised estimate was for 2013-14(-) Rs 782.95 crore. And the Budget Estimated (BE) amount RS. (-) Rs. 1193.51 crore.

To portray a broader and exhaustive report of Public Finance subject of the state Tripura, The 2011-12 Receipt (Actual) was Rs.7036.99 crore and the Revised and BE was Rs.8394.79 crore and Rs.9016.68 crore. To make contrast the figures of the following year (relating to Receipts) was Rs.8118.98 crore (Actual), Rs 9591.61 crore (Revised) and Rs.12094.81 crore (BE). The Expenditure (Actual) for 2012-13 was Rs. 6437.74 crore where in the immediate next Financial Year (FY) it was Rs.7027 crore. State’s own tax revenue was Rs. 858 crore in 2012-13 fiscal where it rose to Rs.1004.65 crore in the following FY.
