Central Govt imposes restrictions over recruitment and Central Pay Scale! Manik Sarkar making himself  a laughing stock, blames Ajay Biswas

AGARTALA, February 8 (TIWN): "Chief Minister Manik Sarkar fully deserves to be crowned with a Gold Medal if a competition is held in the country for telling lies ," with these words PDS Leader cum former CPI(M) CENTRAL Committee member Ajay Biswas threw sharp attack against Manik Sarkar. Ajay Biswas was speaking exclusively with TIWN over Chief Minister's Manik Sarkar's false and baseless remark that due to central government's deprivation, state govt cannot pay salaries to its employees at par with the central govt employees. Manik Sarkar,recently while addressing a political rally held in the Chandraipara H S School field in Kamalpur, also blamed that Central govt also imposed restrictions on recruitments in the state . Reacting to this remark Ajay Biswas said," May be Central Govt sent a letter to the Tripura state govt only on this.matter and the rest 33 states are completely unware of it (?) " Manik Sarkar blamed Centre saying ," Centre has not only deprived state govt employees but also instructed the state govt that if the state govt releases higher pay scale , the expenditure is to be borne by the state from its internal earnings. " Ajay Biswas said that by saying this Manik Sarkar had made himself a laughing stock only and he does not have the basic minimum sense of economics.

In this connection Ajay Biswas said ," Being a Special Category State Tripura got Rs 7411.50 crore from 13th Finance Commission(for the year 2010-2015)  compare to 12th Finance Commission's sanction of Rs 2626.09cr as part of its share of Central Tax. Thus, it is open to all that 13th Finance Commission has sanctioned 182% more than what the 12th Finance Commission did. Even in Non-plan fund 13th Finance Commission has given Tripura Rs 1263 crore compare to Rs 296 of the 12th Finance Commission an increase of 326%. Among the Special Category states that get share of Central Tax Tripura is in the 4th position in reagard to the fund sanctioned from 13th Commission. Moreover, as Gap Grant from 13th Commission Tripura got Rs 240.79 cr more (13th Finance Commission considered state'as own earning as Rs 4484.24 though state govt submitted the report declaring the earning as Rs 4728.93cr )."

    Speaking on this issue Ajay Biswas said," In Chapter 7: Annexure 7.1(Para 7.6) 13th Finance Commission has categorically given details of  the Projections Furnished by 28 State Governments for 2010-15 including each state's own revenue , Non-Plan Revenue Expenditure and Per.Revolution Non Tax Revenue Deficit. And in this.list Tripura is in the 25th position and during the five years(2010-15 )Tripura showed its own revenue as Rs 4725 crore and salary, pension, interest payment and administrative expenditures were shown as Rs 22946 crore and not Rs 26846 crore that the state govt is now claiming). Out of this Rs 22946 crore if we deduct Rs 4725 crore, the amount will be Rs 18221 crore. After examining the actual committed expenditure , 13th Finance Commission was supposed to have released money to the state. And 13th Finance Commission allocated Tripura Rs 16349 crore and thus Tripura got only 1874 crore less than what it demanded. But out of this Rs 1874 crore now let us kook at the amount that the state govt demanded from 13th Finance Commission without making the expenditure committed :-

1) State govt employees are now getting 40% to 95% less in Grade Pay in comparisn with the Central Govt employees

2) The arears from 01/01/2006 to 31/12/2008 as the no financial benefit was given to the state employees during this period by the govt of Tripura(as per the recommendation of Pay Review Committee).

       Without making the expenditure committed if a state govt demands money from the Finance Commission , even the Finance Commission can not allocate money to even the Special Category state. For example, in the case of Nagaland states Non-Plan Projection was Rs 18023 crore . Omitting the Pre Devolution Non Plan Revenue Deficit , Nagaland's demands were Rs 16247 crore but the Finance Commission allocated Rs 14459 crore and thus, Nagaland got Rs 1788 crore . But as soon as Nagaland implemented the proposals of 6th Pay Commission , 13th Finance Commission released the entire amount.  

 Now consider how much the state govt employees get as compared to Central govt employees (6th Pay Commission) from the following stats:- (As on 31/12/2014)

1) A group D employee (regular) under Govt of Tripura gets his monthly salary(Initial)  as :-

2600×1.86+1200+74%(DA+ House Rent)+ 425(MA+CA)= 10,927.64/-

But Gr D employee( regular) under Central Govt gets his monthly salary as per following structure:-

5200+1800+100%(DA)+10%(HOUSE Rent)+10%(MA)= 15400/-.

      Thus every month a Group D employee is losing Rs 4472.36/- and yearly Rs 53668.32/-. And if we consider his service period for 30 years , he will suffet a loss of  Rs 1610049.6/-

2) A Primary(UGT) Teacher or a Lower Division Clerk of a state govt ( regular) now gets his monthly salary as per following :-

     3300×1.86+1800(GP )+ 74%(DA)+525(MA+CA)= 14337/-. While a Central govt employee of the same rank gets his monthly salaray as per:-

       9300+4200(GP) +100%(DA)+10%(House Rent)+10%(MA) =29700/-

 It means every month  a state govt employee is losing Rs 15363/-  and yearly Rs 184356/-. Under this pay structure if he continues his service for 30 years state govt employee will lose Rs 55,30,680/-  

 3) A state govt employee in PB-3  is now getting a monthly salary as per:-

4200×1.86+2100+74%(DA & HOUSE Rent)+ 525(MA+ CA)= 17771.88/- while a Central Govt employee gets his salary as per :-

15600+5400(GP)+100%(DA)+10%(House Rent)+10%(MA)=46200/- .

It means that every month an employee suffers a loss of Rs 28428.12/- and his yearly loss is Rs 341137.44/-. And if he serves for 30 years his loss will be Rs 1,02,34,123.2/-.

4) Similarly state govt employee in PB-4 (regular) is now getting a monthly salary as per following pay structure -

5000× 1.86+2400+74%(including DA & HOUSE rent)+525(MA+CA)  = 20883/-

   But a Central Govt employee (Post Graduate Teacher ) is getting his salary as per following pay structure-

37400+8700+100%DA+ 10% House rent= 1,01,420/-. Thus every month state govt employee is deprived of Rs 80537/-

      Ajay Biswas made another serious allegation when he said," Over the years state govt has been claiming that the state is having financial crisis. But in budget of 2006-07 the surplus money was Rs 300 crore, in 2007-8 it was Rs 650 crore, in the year 2008-09 the surplus was Rs 660 crore and in 2009-10 the surplus was Red 260 crore. Interestibgly the surplus money in the budget should have been in the custody of Treasury but in Treasury you won't find the money. Where has the money gone? "   

       Meanwhile reacting over Manik Sarkar's comment on Centre's restriction on recruitment in the state a top level govt official said over phone ," In the year 2009 Union Govt categorically sent a letter to the Chief Secretary of the state. In that letter it was mentioned that in the states like North Eastern regions and in Jammu & Kashmir there is no restriction in recruitment especially in the departments like education and health sector. Thus, whatever Chief Minister said in that really is not at all true. However, as expected in politics a political leader can make these false statements. "
