Manik-Bhanu partnership charismatic plan? File for approval of 14 posts in Bio-Technology Council missing (??) in Finance Department; Is Bijita following the footsteps of inefficient Joy Gobinda?

AGARTALA, January 20 (TIWN): Chief Minister Manik Sarkar and his trusted Finance Minister Bhanu Lal Saha partnership is now playing in its full form. Indeed the transparency of the state Finance Department is now suffering from a serious disease due to the unholy nexus between CM & FM . The situation has come to such a sorry pass that even crucial files are now being officially declared 'Missing (??)' after few days from it has been sent to Finance Ministry's approval. Apart from two or three Ministers most of the members of the Cabinet are, indeed, inefficient. And one of them is surely Science & Technology Minister Bijita Nath. Many of the top level officials in the state govt are now saying ," In the parameter of inefficiency and failure as the Science & Technology Minister Bijita Nath is a perfect successor of former Science & Technology Minister cum defeated MLA from R K Pur Joy Gobinda Debroy.". Indeed, during the last 7/8 few years Science & Technology Department suffering from the lack of efficient minister.

 The issue has once again raised in the avenues of the state Secretariat as an important file sent to the Finance Ministry from the Science & Technology Department has been declared missing and that too officially, said a top level official. It is learnt from a highly placed govt official that the Director of Science & Technology Council Subhendu Kr Roy sent a file to the Finance Department ( most probably in the month of March 2014) for the approval and sanction of 14 posts under Bio-Technology Council. But since then the department got no response from the Finance. At last when the Deputy Secretary of Bio Technology Council Madhu Sudhan Debnath went to meet the Finance Department Officials to know the reasons behind the delay of approval and sanction of the said file, he was simply stunned when the officials told him that the file is missing(??). The officials are also learnt to have asked the Deputy Secretary Madhu Sudhan Debnath to resent the proposal to the Finance. 

The file was sent to the Finance Ministry for the approval of 14 posts under Bio-Technology Council in the following categories:

1) 2 posts for Senior Technical Assistant 

2) 2 posts for Technical Assistants

3) 2 posts for Accountant

4) 2 posts for Cashier 

5) 2 posts for Upper Division Clerk

6) 2 posts for Lower Division Clerk

7) 2 posts for Peon(Gr D)

It is to be mentioned here that there are five units under Science & Technology Department. They are:

1) State Pollution Control Board

2) Tripura State Council for Science & Technology 

3) Bio-Technology Council 

4) Directorate of Bio-Technology 

5) Tripura Renewable Energy Development Agency

        Among the above five units four units have its permanent and regular staffs but only in Bio-Technology Council there are no regular or permanent employee. Bio-Technology Council has been constituted 10 years before. Even six years before 14 posts( in the same category as mentioned above) were lapsed due to utter inefficiency and failure of the then Science & Technology Minister Joy Gobinda Debroy. A highly placed source told TIWN over phone on Monday night ," Same story is going to repeated this time. It is really a mystery how an important file like this be found missing from the Finance Department! Hopefully Director of Science & Technology Council Subhendu Kumar Roy has almost prepared the file again and with in a few days it is likely to be sent to the Finance Department. ". 

       Meanwhile, a highly placed source in the state Secretariat told this correspondent over phone ," Even if the file is re-sent to the Finance Department, there is no certainty that those will be approved by the Finance. The Minister Bijita Nath too is a complete failure in this regard . She even did not verbally inform the matter to the Finance Minister nor even want these posts to be fulfilled. As such widespread resentment is now prevailing among the Science & Technology Department itself. " At the same time, a highly placed TIWN source informed," CM Manik Sarkar  and Finance Minister Bhanu Lal Saha chemistry is now working in full swing and unless or until CM gives his consent about the said issue to Finance Minister. And here comes Bijita Nath's role to be seen in this matter.
