AGARTALA, January 4 (TIWN): New Year 2015 unearthed another massive financial irregularities under Rupaichari and Pechartal Block. the Tripura Pradesh Congress today exposed another embezzlement of Rs. 41.18 crore under already scam tainted Rupaichari and Pechartal R.D. Block. Coming down heavily on Chief Minister Manik Sarkar today opposition leader Sudip Roy Barman said that the implementing officers of every block involved in corruption under the shadow of CPI (M) and its Left front govt., whereas on the other hand, Chief Minister Manik Sarkar has been slogging that the left front govt. always stands against corruption. This is absolutely unjustified slogan, claimed Barman.
Interacting with the media persons today at Agartala Congress Bhawan opposition leader Sudip Roy Barman exposed another internal audit report that has unearthed a total of Rs. 41.18 crore under already corrupted Rupaichari and Pechartal R.D. Block.
The internal audit report for the period of April 1, 2012 to March 31, 2014 said that suspected misappropriation of Rs. 11.23 lakh or 18.67 lakh occurred due to execution of bricks soling work on the portion of a road, on which road same work was already executed previously.

The brick soling work has been executed for Padma Lochan Para to Bagmara PWD road under Chalitabankul ADC village under Rupaichari RD Block under the centrally sponsored MGNREGA scheme. The authority came under the limelight over failing to submit the vouchers, completion report and utilization of bricks in support of execution of works. During physical verification on August 8, 2014, no such work could be traced out at declared location as per work order. The work was issued on January1, 2013 in favour of Implementing Officer (IO) Chintu Debbarma JE with an estimated cost of Rs. 12, 08, 828.

Further scrutiny revealed that previously 2 works namely brick soling road at one site and another brick soling at other site were executed under the work order issued on July 14, 201 in favour of another IO Amit Debbarma JE.

Therefore it is to be mentioned that it is not possible to execute a same work on the portion of a road which was previously executed. The audit suspected that either of the implementing officers had not executed the work and misappropriated Rs. 11, 23, 275.

Special Internal Audit Report of Pecharthal R D Block

On another financial transparency under Pechartal RD Block, the accounts of the BDO for the period from April 1, 2012 to March 31, 2014, were audited by an audit team. It exposed that the utilization certificate has already been sent to the central govt. without any execution of work here.

The audit report said unauthorized expenditure made for Rs. 665.32 lakh from MGNREGAS fund without any approved annual action plan along with other transparencies. And on centrally sponsored Indira Abhash Yojna the audit report says doubtful expenditure of Rs. 1.25 lakh to up-gradation of Panchayat ghar cum-library and other financial transparencies.

However highlighting the audit report today Sudip Roy Barman urged the state govt. to induct a CBI enquiry into such serial massive scams under almost every blocks and departments.
