Total Lockdown, House to House Surveys continue in Tripura together : Govt, Police urged public to stay home

AGARTALA, July 28 (TIWN): Apart from emergency services and essential commodities, the whole Tripura on Tuesday remained paralyzed due to ‘Total Lockdown’. Lockdown in Tripura has started from yesterday 5 AM to be continued till 30th July 5 AM. Govt and Police have requested the people to stay home as much as possible. Vehicle Services were crippled, but Govt’s emergency services like hospitals, ambulances remained open without any pause. Public gave massive response to the Lockdown and no gathering or crowd was seen at any corner. With the Paralyzed Transport system on Monday, vehicle movements were halted as restrictions are now imposed strictly for 3 days of "Total Lockdown". Today, from morning police were on duty to keep people in home and also many came under actions.

3 days lockdown in the Unlock period has put the public in trouble, but lockdown was necessitated due to COVID-19 cases surpassing 4000 causing 13 deaths so far in this Northeast state. 

Legal actions were taken against a large numbers of people who violated social distancing or unnecessarily came out of home. In Agartala also, no vehicle was seen plying on roads, whereas tight security was imposed throughout the state. Police were seen not allowing anyone to go out without any emergency or proper reason. Ahead of Lockdown, District Magistrates, Police Superintendents had alerted the people about Lockdown restrictions and announced thousand rupees of fines for breaking "Social Distancing" or "Not Wearing Masks".

Fuel stations also remained opened although numbers of customers were seen less.

Prohibited Activities

1. Movement of individuals shall remain strictly prohibited except for essential needs.

2. All business/commercial establishments, shops and trade activities shall remain closed except those dealing essential goods like grocery, medicines, milk, vegetables, fish/meat etc. However, only 1/3rd of the grocery shops will be opened on the days of lockdown which will be decided by the market committees.

3. The inter-district and inter-state transport services shall remain suspended.

4. All public transport services shall remain suspended except those required for emergency services and transporting passengers from and to Rail Station and Airport.

5. Movement of all Private vehicles is banned except those required for emergency needs.

6. All hotel, restaurant and hospitality services shall remain suspended.

7. All educational, research, training, coaching institutions shall remain closed.

8. All places of worship shall remain closed for public. No religious congregation will be permitted without any exception.

9. All social/political/sports/entertainment/academic/cultural/religious functions shall remain suspended.

10. Not more than 20 persons will be permitted in case of funerals.

11. Not more than 50 persons in marriage ceremony will be allowed.

12. All non-essential and avoidable movement of people shall be banned.

13. Congregation of more than 3 persons at a public place will be prohibited except places of exempted establishments.

14. Consumption and sale of paan, gutka, tobacco etc. in public places are prohibited.

15. Service /repair centres of equipment and appliances will remain closed.

Exemptions: 1. Defence, Central and State Police forces, Establishment of the District Magistrate, Home Guards, Courts, Civil Defence, Fire & Emergency Services, Disaster Management, correctional, traffic and Magisterial duties, Electricity, Water, Sanitation, Municipal services, old age and baby care homes, cremation service/ burial, private security service will be allowed to function with full attendance as they are essential services.

2. Health institutions, both government and private and other allied services like ambulance etc will operate on full strength. There will no restriction on health care related activities like containment, testing, tracing, survey etc.

3. All government Offices, Offices of Autonomous/Subordinate Offices and Private Offices shall remain open with only 1/3rd of employees. The Heads of Office/institution shall prepare rooster duty of employees accordingly.

4. Medical & optical stores, storage & transportation thereof.

5. Print and electronic media including newspaper distribution will be allowed.

6. Telecommunications, internet services, broadcasting and cable services, IT and IT enabled services to continue. Only emergency repair crew would be allowed movement.

7. Postal, currier service and e-commerce service.

8. Transportation of essential goods, vehicles of Health, Fire, Law and Order and Emergency Services are allowed.

9. Transport service for passengers with valid train/air tickets will be allowed. However, physical distancing will be strictly followed along with compulsory use of mask and daily sanitization of vehicle.

10. Establishments used/earmarked for quarantine facilities shall operate.

11. Shops selling grocery, milk, baby food, medicines, and optical items are allowed. However, arrangements may be made for door delivery of essential items like vegetables, medicines etc to avoid unnecessary travel to markets. Persons engaged in door delivery will be allowed to operate without hindrance. Attempts will be made to shift congested markets to open field etc to avoid crowding in markets.

12. Shops selling essential items can operate only after ensuring social distancing measures and avoiding over-crowding through volunteers to regulate the shoppers. Shops having frontage of less than one meter will allow only one person at a time, those having one meter or more but less than 2 metre will allow two persons at a time and so on. Rest will stand behind with a distance of one meter in a queue. Market area will be sanitized on daily basis. Use of mask by shop keepers and shoppers will be compulsory.

13. Railway/Air offices and persons directly linked with operation of passenger and goods trains shall be allowed to operate on being so assigned.

14. Continuous process of industries would be allowed to function. Other industries may continue provided workforce stay in the premises or transportation of workers is arranged by the industries.

15. Petrol pumps, gas agencies and transportation of petroleum products would be allowed to operate.

16. Goods vehicles will be allowed to move both from outside the state and within the states.

17. Agricultural, Horticulture, Fisheries, Animal husbandry, Forestry activities, works under MGNREGS, and tea garden activities shall continue with social distancing.

18. Distribution of seed, fertilizer, fish seeds and other inputs in primary sector

19. All construction, UD and PWD works including road/ building construction/ repair shall continue with social distancing. However, shops & establishments selling construction materials and repair of construction equipment will remain closed.

20. Units producing/providing gas, power, drinking water, milk and other essential goods and services including those by ONGC, IOCL etc.

21. Any other units/services allowed by DM & Collector of the District. All other activities other than specified as exempted above shall remain prohibited in the entire area of the state.

Persons allowed to move for exempted services may carry identity card during movement. DMs and authorities designated by him may issue passes for movement of persons/ vehicle of non-exempted categories in case of urgency. Provision for thermal scanning, hand wash and sanitizer will be made at all entry and exit points and common areas of all offices and public places. All public places will be regularly sanitised. Wearing of face cover is compulsory in public places, in workplaces and during transport etc. Persons above 65 years of age, persons with co-morbidities, immuno- compromised persons, pregnant women and children below the age of 10 years are advised to stay at home, except for essential and health purposes. All the District Magistrate & Collectors shall strictly enforce the above measures without any dilution. They are at liberty to invoke other legal provisions to enforce strict lockdown on being so satisfied of necessity. Any persons violating these measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of Disaster Management Act, 2005, besides legal section Under Section 188 of I.P.C, and other legal provisions as applicable. The government has also imposed measures under the Epidemic Disease Act 1987.
