PMAY : a blessing or curse for the underprivileged?

AGARTALA, Jan 11 (TIWN): The procedures to be followed under PMAY are entangling beneficiaries. Initially, it is required to dig canals in the allocated site requires a good amount of money which has to be borne by beneficiaries.
Speaking to TWIN correspondent, a beneficiary mentioned that workers are demanding 4000 rupees and more for digging canal. Wage workers have also increased their rate from prevailing 500 rupees to 600 rupees.
PMAY with the objective “ Housing For All by 2020” is for the underprivileged but where from underprivileged will get such amount for start up. And there is no mention regarding the same in the PMAY guidelines that amount has to be spent even by the beneficiaries in the initial startup of the project.
