AGARTALA / KAMALPUR, November 13 (TIWN) : The prodigy of ‘BEST’ has stricken the administration of Mr. Clean(!) Manik Sarkar so much that, the loopholes pointed out by the CAG has not been rectified. The practice of grabbing BEST prize from the Centre has already turned into the practice of being tainted by unearthing of endless scams. And the leakage of different reports have made it very clear, that the willingness of the state Govt. to fight against corruption is even under serious question.In the Report 1 of 2014, CAG clearly mentioned different loopholes to be rectified. PWD ( R& B) incurred loss(?) of Rs. 79.73 crores for the period from 2008-2013, however this loss of Rs. 79.73 crores shown in papers actually went to corruption tainted officials and ruling party functionaries.
The important parts of the loopholes mentioned in the report are as follows:
1) Project proposals were formulated without carrying out gap analysis of infrastructure requirements and also without adopting District Infrastructure Index method.
2) Tendering process was not transparent and competitive incurring a total loss of 65.63 crore to State Govt.
3) There were delays in release and utilization of funds at all levels.
4) Execution suffered due to frequent revisions in DPRs/Technical specifications etc.
5) Contractors were given undue benefits causing financial loss of 14.10 crore.
But, no such effort has been seen from the State Govt. to curb the loss or to net the corrupt officials and contractors. The identification on the basis of partycracy has made the situation more or less throughout the state. Tripura’s endless corruptions, scams continue.
