After retirement, when Manik Sarkar brought Panda back in Tripura, in the name of Skill Development Panda created fake records of skill-developing and with corrupt media friends he ran the business for years. With Central govt skill development's funds, the media house was paying his own news office or call centre youths in the name of skill-development. 

On that time "call centre works" also managed by SK Panda under "Skill Development" at Lechubagan. 

Panda also didn't attend the last Skill development programme led by CM Biplab Deb at Prgna Bhawan. However, with one of the corrupted officials' resignation from Skill Development Mission, ray of hopes are there that skill development will bring some fruits in coming days, even though the Skill Development mission is still occupied by CPI-M era's Manik-Bhakt secretaries and a Thief like CBI charge sheeted DGP K Nagraj who is still enjoying luxury post in SIPARD. Under them also only corruptions have been manufactured under Skill Development. 

However, whether Panda was asked to resign or willingly resigned it couldn't be known yet.
