Manik Sarkar gears up employees suffering before 2018 Assembly Poll : CPI-M issues  notice to State employees asking subscriptionfor Special Election Fund

AGARTALA , July 25 TIWN): Though the Assembly Poll 2018 is still more than 6 months away , ruling CPI-M has already started its fund raising in as many dubious ways as it can. And traditionally CPI-M party's bulk contribution comes from State Govt employees , who are supposed to pay a lump sum amount to CPI-M's Special Election Fund although they are quite unwilling to pay such amount . The irony of fate is that using the tool of transfer to remote places CPI-M party is always involved in forceful collection of party fund though this collection is termed as " voluntary contribution "(স্বেচ্ছায়দেয়াচাঁদা) . The amount is collected through CPI-M's employees' organ's H B Road leaders , who are simply acting as commissioned agents of CPI-M .

H B Road selects those persons as leaders, who are really the puppets of CPI-M leaders . 

Quite naturally neither this organ not its leaders is seen to utter a word against the state govt regarding the massive deprivation being imposed upon the employees . 

Since 1998 state employees in Tripura are having the lowest pay structures in India .But the H B Road leaders seem to be the silent spectators of this massive loss caused to them by Manik Sarkar led CPI-M govt .

Ever since Manik Sarkar has assumed the chair of Chief Minister the employees are being denied of their financial benefit that they deserve . In the name of 13th Finance Commission's deprivation ManikSarar's govt imposed the poorest salary structure in the country causing massive loss to the employees . As such Tripura was the only state in the country that did not implement proposals of 6th CPC .The same process has been taken in case of 7th CPC too . Here in the name of 2.25 pay matrix factor state govt actually released the 37% DA due to the employees of Tripura .Practically the employees are again suffering massive loss .

 Quite contrary to the expectation of the organ , the H B Road leaders remain silent on following issues due to which the employees are suffering huge financial loss :-

1)     A direct loss of Rs 10 lakh in Gratuity for state employees while as per 7th CPC the Gratuity highest limit is Rs 20 lakh

2)     The office employees are now enjoying 30 days of Earned Leave as well as 12 days extra holidays a year due to state declaration of 4th Saturday as holiday.

 But the employees working as Teachers are jut availing 20 days to Earned Leave with no Second and Fourth Saturday as holidays

3)     As result of pay hike w.e.f. 1st April 2017 the employees will suffer a massive loss of Rs 60000 to Rs 9.5 lakh only as arear as the 7th CPC's effect was given from 1st January 2017 .

4)     Even in HRA while the Central govt decided to pay 30%, 20% and 10% respectively withot any ceiling , state govt is now giving only 8% of HRA with a ceiling of Rs 3000/

 At present the gap in Initial Basic of state employees in comparison with the Central Govt are as follows :-

a)     Group D -3960/-

b)    LDC/Pry Teacher -16630/-

c)     Graduate Teacher -21000/-

d)    Post Graduate Teacher -17220/-

Continuing with this deprivation CPI-M has recently issued

notice to the H B Road leaders to collect Special Election Fund as per the following salary slabs :-

  1. Upto 20000 salary - Rs1500( in two instalments )
  2. Salary betqeen 20001-30000 - Rs2500( in two instalments)
  3. Salary between 30001- 40000 - Rs 3500(in two instalments)
  4. Salary between 40000 and above - Rs4500( in three instalments)
  5. For DRW and contractual workers - Rs 750

 

In Tripura there are at least 1.5 lakh employees and among them around 12000 employees are having CPI-M's direct membership .These members have been instructed to pay the extended amount of their salary ( w.e.f. April 2017 to August 2017) to CPI-M's party fund . And the higher officials will be later informed to pay their amount directly to Melarmath party office . The amount is learnt to be finalized later on , revealed a top level TIWN sources in Melarmath .

        It is to be mentioned here after getting the recent notice the employees are really very disappointed .Most of them are not willing to pay the amount fixed by the CPI-M leaders but they will be compelled to pay the amount ; otherwise they are to face transfer threat .

Ahead of Assembly poll 2018 this type of collection is being termed as'Extortion imposed on employees by CPI-M '. But the helpless employees can't even express their anger against this type of voluntary paid collection(?) .
