Panda’s skill development yet on wheel chair, unemployment toll 8 lakhs

AGARTALA / BELONIA, April 20 (TIWN): Instead of calling candidates for skill development via daily newspaper advertisements, Tripura Skill Development Mission is busy with few programme launching wasting lakhs.

More than 14000  youths had come for registration in South District Level Skill Development mela  at Belonia Town Hall. Reportedly, unemployed youths Students faceed different problem as there was less number of stalls placed  in different schemes. But SK Panda was waiting for long in AC room at Belonia Circuit house after heavy lunch .SK Panda who was also accused by political parties, media for 10,323 teachers’ recruitment scam during his tenure as the Chief Secretary of Tripura,  said that last year also many unemployed youths were employed in Tripura.

False propagandas about skill development may not work for a long as the Central Govt very soon to set one assessment / evaluation board to check the actual development held in the states under the mission for which central govt spending 48000 crores this year. This year with the huge budget of around Rs. 53 crores in skill development ,Tripura Govt has aimed to train and employee 11,450 unemployed youths but the work on the project it to be started whether a major part of the fund was sanctioned. S K Panda, Chairman of Tripura Skill Development Mission who was also accused by political parties, media for 10,323 teachers’ recruitment scam during his tenure as the Chief Secretary of Tripura, while interacting with media on Saturday said that last year also many unemployed youths were employed  in Tripura and in the current FY also the target has already been set.

Panda added that where 75 % work is done by Central Govt. 25 % of it by state with Central funded schemes. But question raises, boosting about skill development is a lot in state but till day not a single youth by ownself has come forward and declared that skill development has really helped him/ her.

Another strategy to fool the youths as well as the Central Govt is by using the term of “Self Employed”. Now, what does it mean by self employed ? and who will measure the ‘quality’ of those training an actually s/he is employed or not ?

In the last year the training programme and its success was shown by Tripura Skill Development Mission as :

1)     No. of persons trained:                                 5,756

2)     No. of persons Certified:                               5,292

3)     No. of persons Employed/Self Employed:   4,279 (Govt could mentioned how many of them are employed and how many self employed)

4)     No. of persons undergoing training:            2,367

In this situation setting up an evaluation board is very much important for the unemployed youths welcomes as well as the industry growth when the state govt is boosting about Tripura is all set to emerge as an IT hub.

Moreover, throughout the year when skill development advertisement comes in newspapers it’s also hard to define.

Even the IT Central Minister Prem Prakash Chaudhury during his visit in Tripura clearly mentioned, “We are worried, whether the funds are utilizing properly or not. He further signaled for setting up an Evaluation Board for skill development and training centre’s qualities.

Central Minister also advised  Tripura Govt to develop Common Service Centres here. The Minister said, "There are various keys which will play an important role in digital India Mission. But among the all important aspects, the CSC is the crucial method of functioning. Common Service Centre (CSC) will function as the nervous system of Digital India. For Business process outsourcing (BPO), India has 48,300 seats, among which 5,000 seats are for Northeast. So utilize all the opportunities, with taking some special efforts by ownself”.

Union Budget : The budget has provided a huge push to the rural sector with an injection of 1,87,223 crore in rural, agriculture and allied sectors. A chunk  of the money, Rs. 48,000 crore, will be spent on the employment guarantee scheme MNREGS (the Mahatma Gandhi National Rural Employment Guarantee Scheme). The rest will be spent on development of infrastructure - houses, roads and electricity -- empowerment of women and rural skill development.

But Tripura’s unemployment rate instead of deceasing just spiking up day after day and the massive fund looting in the name of skilldevelopment are going in full swing.
