AGARTALA, June 30 (TIWN): Uncertainty and depression prevailing largely among the Tripura Gov't employees as the PM Modi led Centre approved the recommendations of the 7th Pay Commission for its employees and pensioners w.e.f. 1st January 2016. With this an atmosphere of happiness is created among the central govt employees and pensioners in order to fetch more money in from their salary account from 1st July 2016. The commission has recommended an average 23.55% increase in their salary, allowances and pension, a move that will benefit 4.8 million staffers and 5.5 million pensioners. The higher wage bill for this year partly factors in the anticipated increase in employee remuneration. During the CPI-M era, Tripura gov't employees are having the lowest pay structure as the state gov't intentionally denied employees from pay structure recommended by the 6th CPC. Instead of constituting Pay Commission state gov't constituted Pay Review Committee.The Centre’s total salary and allowances bill for 2016-17 has been pegged at Rs 1.84 lakh crore.

However it is Rs 65,687 crore or 55% higher than last year’s Rs 1.18 lakh crore.The pay commission’s recommendations say a fresh IAS recruit will get a basic salary of Rs 56,000 a month against Rs 23,000 currently, while a sepoy in the Indian Army will earn Rs 21,700 a month from Rs 8,460 at present. In addition, employees are paid dearness allowance and house rent among many other allowances.

The Pay Commission's recommendations are to be implemented retroactively, from January 1, 2016. The increase in the basic pay is 14.27 per cent and with the hike proposed in allowances, the rise in remunerations comes to 23.6 per cent. The pay hike will benefit 47 lakh central government employees and 52 lakh pensioners.

The pay panel had in November last year recommended 14.27 per cent hike in basic pay at junior levels, the lowest in 70 years. The previous 6th Pay Commission had recommended a 20 per cent hike which the government doubled while implementing it in 2008.

After considering the increase proposed in allowances, the hike in remunerations comes to 23.55 per cent.

7th Pay Commission report will be effective from January 1, he said, adding that the Cabinet will decide if the arrears for the six months have to be paid in one go or in instalments.

But in case of Tripura the fate of  employees' is still uncertain and it is simply due to the negative attitude of Chief Minister Manik Sarkar and Finance Minister Bhanulal Saha.

During the last ten years the state gov't employees in Tripura are having the lowest pay structure in the country as the state gov't intentionally denied the employees from pay structure and allowances as recommended by the 6th CPC. Instead of constituting Pay Commission state gov't constituted Pay Review Committee.

And this had become a matter of ridicule across the country when Amitabh Bachchan in his famous reality show " Kaun Baneha Crorepati" asked a contestant " In which state of India does Pay Review Committee exist for Gov't employees instead of Pay Commission ?" Answer was "Tripura"

Manik Sarkar led Tripura Govt seems hell bent on keeping Govt employees the poorest in country by denying the much needed Central Pay Scale. The 14th Finance Commission has allotted a total budget of 31308.76 crore for .

In the matter of the Central Government schemes, 46 schemes are introduced. Among them the share of 23 schemes are same. While others are under supervision. However 6562.07 crore are invested in the non- plan purposes.

 9) Infrastructure for colleges and universities :  18.01 crore

 Now the truth about 13th Finance Commission :-    Being a Special Category State Tripura got Rs 7411.50 crore from 13th Finance Commission (for the year 2010-2015) compare to 12th Finance Commission's sanction of Rs 2626.09cr as part of its share of Central Tax.

Thus, it is open to all that 13th Finance Commission has sanctioned 182% more than what the 12th Finance Commission did. Even in Non-plan fund 13th Finance Commission has given Tripura Rs 1263 crore compare to Rs 296 of the 12th Finance Commission an increase of 326%.

Among the Special Category state that get share of Central Tax Tripura is in the 4th position is regard to fund sanction from 13th Commission. Moreover, as Gap Grant from 13th Commission Tripura got Rs 240.79 cr more (13th Finance Commission considered state's own earning as Rs 4484.24cr though state govt submitted the report saying the earning as Rs 4728.93cr ).

Thus, it's clear that Manik & Co cries for '13th Finance Commission ' is nothing but a deliberate lie.

Even after 10 years the attitude of state govt remains the same as neither Manik nor his trusted Bhanu has made it clear whether the govt will form Finance Commission or implement the recommendations of the 7th CPC. As usual CPI-M's puppet organ TGEA(H B Road) and TGTA (H B Road) are not demanding the demands that the  employees deserve. Rather , their leaders are busy in appeasing the CPI-M leaders for their own personal interest.
