AGARTALA / KAILASHAHAR, August 27 (TIWN): Congress leader Birajit Sinha accused Police DGP K.Nagraj and Chief Minister Manik Sarkar for intentionally slowing down investigation of Rs 30 Crore NHM scam in Kailashahar. While talking to TIWN, Sinha accused corrupt DGP Nagraj who is charge sheeted by CBI in 2007 in disproportionate assets case, for hampering investigation under the instruction of Chief Minister.
“NRHM scam’s investigation procedure under DGP K. Nagraj is proceeding very slowly. Police acting as per the to the direction of CM, who doesn’t want to reveal the scamsters and beneficiary’ names”, added Sinha while talking to TIWN. Sinha also squarely blamed the judiciary for having no concern in this scam and as thus judiciary failed to clamp Chief Minister led corruption in state”. Sinha mentioned that Cong. is going for civil-obedience movement in the coming days against the state govt. for its non-actions against the police dept. to boot out corrupt officials like DGP Nagraj.Although mission director Sandeep K Mahatme had lodged an FIR against 17 medical officers, including four chief medical officers (CMO) of Unokoti district in North Tripura, alleging misappropriation of funds, but there is no arrest took place till date, claimed Sinha.

It’s to  to be mentioned here that a special audit of accounts of NHM schemes between 2006 and 2014 which revealed that utilization certificates were not submitted in some cases. They had shown adjustment of about Rs 26 crore, but Rs 4.47 crore remained unadjusted despite repeated strictures. But police is very idle to further progress of this case.

Rs 4.47 crore had been collapsed from 2006 to 2014 by  CMOs and medical officers in-charge (MOICs) in the undivided North district. “Although FIR had been lodged but police role in this state are rather dictatorship, not neutral”, alleged Sinha.

Major allegations had been coming against Chief Medical Officer of Unakoti district Alok Dewan. Earlier MLA Birajit Sinha and party supporters had gheraoed the Dewan demanding immediate arrest of those who were involved in the misappropriation of NRHM funds.
Althought the state government had asked the NRHM Mission Director to investigate the misappropriation, but CM, the mastermind is handling the case from the backgrownd and manages his DGP Nagraj to investigate according to his direction, Sinha said.

FIR filed against 12 Medical officials of North District CMO office and 5 Medical officials of Unakoti District CMO office including Former CMO Unakoti Dr. Dilip Das, Present CMO Dr Alak Dewan, Dr Subhas Barua, Dr. S.N. Chaudhury, Dr. Debashis Talapatra.

He further added that all these NHM scam accused medical officers are engaged in different hospitals of the district, working under the state govt. The fund was given for procuring medicines, implementing various schemes under NRHM in the district and construction works in rural hospitals.However, 17 of them could not submit receipt and payment statements properly. He also added that in some cases false vouchers and adjustments were found in different hospitals.
