AGARTALA, March 21 (TIWN): In a pathetic display of negligence by Tripura Govt under the leadership of CM Manik Sarkar, 50% of the state employees salary increments were stopped since June 2006.Denial of one increment to almost 50 % of the Tripura employees whose increment date was due on 1st February to June 2006 while implementing the ROP 2009.Due to this such employees, almost 50% of Tripura Employees are getting lesser amount of pay. Same thing happened in the case of central government employees due to uniform date of increment and the matter was realized by the central government and all such deprived employees were given the benfit of their earned increment vide order dated 19th March 2002 with retrospective effect. (copy attached)After that Tripura Government realized the matter and in this regard finance department asked all departments to submit the number of such effected employees by 31.8.2012 vide order dated 7.7.2012 (copy attached) raising a ray of hope.It was further notified to all departments to submit all required data by 31.10.2012 (copy not found) and after collecting such data Tripura Finance Department did not act on the matter.Tripura employees unions petitioned Chief Secretary, Finance Secretary, and Education Dept numerous times for incrementing salary of 50% of these teachers but all turned deaf ears.

Due to the intentional and one sided attitude of state Govt. chiefly by the Chief Minister Manik Sarkar Govt. employees of Tripura will have a terrible future in future? From 1st January 2016 Central Govt. will implement the proposals of the 7th Pay Commission for its employees. But in Tripura Manik Sarkar & Co is still busy in putting the blame upon the 13th Finance Commission.

In the name of 'Deprivation of 13th Finance Commission Left Front and CPI (M) collectively and very successfully collapsed the economy of the state and once again the party is on its way to make the same type of false campaign during the tenure of 14th Finance Commission clearly knowing that Finance Commission will not propose for allocation of funds from the Centre unless state Govt. Central Pay Scale to the state Govt. employees as per the recommendation of 6th Pay Commission. Time and again we have asked the state Govt. to give Central Pay scale to the state govt employees and make the expenditure committed one so that 14th Finance Commission can make the same proposal to the Centre for allocation of funds. Unfortunately state Govt. is yet to follow the same negative policy though the 14th FY.

Commission was supposed to submit its report in October this year but now it 14th Finance Commission once again extended its time upto 31st December 2014 for the final submission of its report to the Centre. But till date neither state Govt. nor Chief Minister Manik Sarkar seems to be interested to implement Central Pay scale as per 6th Pay Commission.
