ONGC approved setting up of Urea based Fertilizer Factory at Birchandranagar: New area for construction finalized

AGARTALA, March 2 (TIWN): Oil and Natural Gas Corporation has given their consent to set up a urea based fertilizer industry at Birchandranagar. However, anxiety prevails over this issue among ONGC, Chambal Fertilizer Company Ltd and State Government. In a written reply by the Minister in State in the Ministry of Chemical Fertilizer, Hansraj Gangaram Ahir on February 24th against the question raised by MP from Tripura, Jitendra Chowdhury in the Parliament had given consent for setting up this industry.Earlier, Oil and Natural Gas Corporation, Chambal Fertilizers and Chemicals Limited (CFCL) proposed to implement a Greenfield Ammonia /urea fertilizer project on a suitable site near ONGC’s newly found gas fields at Khubal in North Tripura district. A Memorandum of Understanding (MOU) was signed between ONGC, State Government and CFCL on April 9, 2013.

Subsequently, a steering commite was constituted with 2 members from ONGC and CFCL to spearhead the pre-project activities. A prefeasibility study was conducted by M/s Tata Consulting Engineers (TCE) to identify:

A. A suitable location

B.Availability of adequate land measuring approximately 600 acres.

C.Availability of raw water to achieve storage of about 8 million cubic meter (MCM) to meet plant requirements during non rainy period.

D.Availability of road/rail connectivity, options for product evacuation.

In written reply, Minister had stated that, “The State Government had proposed to allocate land at Rahumcharra. However, site was found technically not-feasible due to hilly terrain and elevation variations of about 100 metres, involved earth work, soil liquefaction tendency and existence of fault lines in the plot and non-availability of raw matter in nearby Juri River. Subsequently, ONGC and CFCL identified alternate site and requested State officials to allocate adequate land at Birchandranagar. ONGC/CFCL has further worked to identify availability of comparatively flatter land at Tea Estates near Birchandranagar. Positive response from the State Officials is being awaited. After firm allocation of the site by the State Government, project cost estimates and financial viability of the project etc shall be prepared under Part-B scope of prefeasibility study.”

Earlier, State­ owned ONGC recently (April 9) signed an agreement with a Rajasthan­ based private company to set up a gas­ based fertilizer plant in Tripura to meet the growing shortage of urea in the eastern and northeastern states and adjoining Bangladesh. The Oil and Natural Gas Corporation (ONGC), in association with Chambal Fertilizers and Chemicals Limited (CFCL) and the Tripura government, will set up the Rs.5, 000 crore plant in northern Tripura.
