10323 ‘kand’ was totally political move by Congress, BJP : Tapan Chakraborty

AGARTALA, Aug 7 (TIWN): After 12000 teachers’ recruitment issue came once again in limelight, former Education Minister of the CPI-M time Tapan Chakraborty has pinched the State Govt and Congress saying the present Govt is following the same step of the Left Govt and the whole 10323-Kand (issue) was created by the opposition. Referring the contempt of court case was disposed in the Supreme Court as announced by Education Minister Ratanlal Nath, Tapan Chakraborty said that it has proven that the whole complex situation was created by the oppositions and now the teachers in problem due to them only. Few leaders are right in the Govt. On 2nd August after the hearing Ratanlal Nath said, “There was a contempt of court charge against the then Chief Secretary Sanjeev Ranjan and the then Secretary Education Susheel Kumar and one more official. Today court has dismissed the petition saying there is no necessity of contempt of court. In another separate case total 15 teachers (I can’t remember the names, but I am gathering details from Supreme Court) filed a petition in Supreme Court in support of 10323 teachers saying 10323 teachers were not made the party (it was a mis-petition) and Supreme Court asked them to withdraw the case and to file in the High Court. So overall there is no case about 10323 against Tripura Govt. It can be said as a massive victory of Tripura Govt”.

However, Ratanlal Nath made it clear that nobody is above the Supreme Court in any case including 10323 teachers. 

Tripura’s terminated 10323 teachers who have announced to begin movement demanding security to livelihood, might be divided in unity if in November 2019 TET exam with one time relaxation employee a section of 10323 teachers. Experts’ views say that BJP’s masterstroke is the November 2019 TET exam where multi-thousand candidates will be selected and if half of the terminated teachers get jobs via TET the movements will be automatically downed in strength due to remaining numbers of teachers, just like in case Forest Dept’s termination due to lack of supports a section terminated employees could not fight for jobs back in the long run. However, it’s an easy way for BJP which earlier terminated JICA project employees. However, the ad-hoc termination date is coming closer the 10323 teachers now have demanded to secure future. According to Supreme Court’s order 10323 teachers will lose their jobs in 2020, June month.

Since Education Minister Ratanlal Nath delivered a statement about 10323 teachers, saying, there can not be any message for 10323 teachers as nobody is above the law, tension has gripped the teachers. Keeping muteness over BJP’s pre-poll promise of solving 10323 teachers’ problems, Education cum Law Minister Ratanlal Nath says, nobody is above the law. However, he asked journalists to ask him about this teachers’ issue another time in a different place. “Nobody is above the law, including Law Minister. I can not deliver any message for b10323 teachers like this”, he added. Nathwas addressing after a judgement of the Supreme Court in 10323 teachers case as a part of monitoring teachers recruitment. Govt has told the Supreme Court that there are huge crisis of teachers and B.Ed holders. So Govt of Tripura is sending students outside for B.Ed degrees with loans and also managed special relaxation of B.Ed in teachers recruitment. In November there will be massive recruitment in Tripura with relaxations. This statement however has created massive tension and also resentment among 10323 teachers, as before the Assembly Election 10323 teachers not only converted into BJP but also campaigned for them.

The statement from the Minister came like this : "We told the Court about lack of B.Ed holders and qualified candidates. Supreme Court while extending 10323 teachers’ jobs till 2020 said that the Courtwill monitor the case time to time what have we (Tripura Govt) done to diminish the teachers crisis. We have told court how we sent our students outside for B.Ed with loans and how we managed special relaxation for job aspirants. In November we will take huge numbers of teachers. Supreme Court is very happy with the Tripura Govt’s actions”.

Background of Tripura's 10323 Teachers issue : The 10323 teachers fist lost their jobs in High Court’s verdict in 2014 due to irregularities in recruitment. Then the previous CPI-M led State Sovt managed stay order on High Court’s order by appealing Supreme Court and after much delays in the hearings, finally Supreme Court also in 2017, March 29 terminated all the teachers but with humanitarian view Supreme Court permitted all the 10323 teachers to continue their jobs till December 31st, 2017.When CPI-M led State Govt repealed in Supreme Court to extend their jobs for 1 year, Supreme Court extended the job for 6 months on ad hoc basis and finally only 27 days have left for the teachers final terminations. BJP Govt then appealed in Supreme Court to extend the teachers jobs beyond June 30, 2018 for more 2 years. BJP to urge Supreme Court to extend those teachers jobs till 2020, 30th June and SC also extended for 17 months to control the teachers crisis.
