NRHM CMO Rs 24 Crore Scam : Who is gobbling scam money? CBI Investigation is must, Only High Court can save Tripura

KAILASHAHAR / AGARTALA, October 19 (TIWN Exclusive): In recently unearthed 24 crore NRHM Fund scam at CMO office, Kailashahar, the obvious question arises that who got the lions share of this Rs 24 crore scam money ? Even though for the sake of eye wash, Govt suspended two lower rung officials - but under no circumstances in a small town like Kailashahar, two ordinary clerks can digest this kind of large dose of ill gotten wealth. Most important question is why every centrally sponsored schemes like RMSA, MGNREGA, PMGSY, NRHM are coming into limelight for massive fund embezzlements ? To find the answers, one needs to think, what fuels ruling party’s fund raising drive and maintenance of party machinery ? One after another corruptions involving centrally sponsored schemes, silence of Chief Minister and his absconding aide scamster BDO Bimal, all pointing to deep rooted corruptions in Govt.

Its an undeniable fact that,  to run any political party, it needs huge money on daily basis to pay for  its permanent and casual workers, pay for electiricty bills, food bills, transportation bills, organization bills and finally extra money to pockets of workers, leaders in all levels as no one works for any political party free of cost. In other words, running a political party is no diffrent than running a business where cash inflow on regular basis is a must for its survival. Not only that once party is not in power, to run party machinery for uncertain number of years, every political party need to fill its reserve with as much of ill gotten stash from anywhere. Bigsize national parties like BJP, Congress manages to fill their reserves by the donations from businessmen like Ambanis, Birlas etc and rest by corruption whenever they in power. However in this context how CPIM manages their Party Finance and reserves ?  Neither CPIM is a national party anymore, nor its in power in two money spinning states like Kerala and West Bengal, even though CPIM has large number of party offices all over India - so, how its managing its finances and reserves ? Even in a state like Tripura alone, where party is in power - to maintain party machinery in Tripura, every month party needs minimum Rs 4 to 5 crore to pay bills, salaries,hundreds of vehicles and funding all political processions.  

Question is how is this party funding of minimum Rs 5 crores per month possible without any known source of incomes other than paltry party membership fee collections ? And the answer is,  source of money comes from diverted stash from all Centrally sponsored schemes like RMSA, MGNREGA, PMGSY, NRHM etc.  In this typical setup, politicians ask top level bureaucrats to find diffrent ways to get money for state. After that IAS officials are instrumental in preparing paper-work, visiting Delhi for various schemes to Central Govt, so that Central Govt releases money on different schemes. Not only that whichever IAS official is expert in getting maximum amount of central funds to state or can protect these wrong-doings, he/she gets elevated to higher ranks like Chief Secretary. Any offical remained for a long time as Chief Secretary means -its not about his administrative skills but more about getting more dubious money from Central Govt through Centrally sponsored schemes. 

As soon as that large amount of  money arrives State Tresury like a jackpot, the organized "loot" begins.  For any centrally sponsored schemes, whether its RMSA or MGNREGA or NRHM - final destination of this corruption money is always party fund. In this process middlemen like Arnab in RMSA, Bimal / Bhanu in MGNREGA gets a tiny share like a workers token fee. And exactly thats the reason even "super clean" Chief MInister allows Scamsters like Bimal  to destroy evidences, run to safer place for a month. Even Police  enacts fake drama of searches in scamster homes after a month because "enough time needs to be given to dedicated workers to hide/destroy evidences".  In other words, scam money from centrally sponsored funds are lifeline for running party machinery day to day basis.  

So, whetherTripura Police DGP or Chief Secretary - all may try to be honest but they will never dare to go against their supreme boss i.e. Chief Minister as boss may scratch their IAS rulebooks which will result delay in promotion, increments, service benifits. Every IAS ,IPS and many TCS , TPS officers are aware of many more scams in State but will never dare to come out in open because that may suspend or terminate them. 

Ransom looting of public funds shattered the fake image of so called clean and transparent leftist regime has come to light in the Health Department of Unakoti District where more than 24 crores of rupees of Centrally sponsored NRHM  has been gobbled by Govt. officials over 8 years. In this sensational scam, Accounts Officer Nirmal Chandra Das and Information section officer Abhijit Bhowmik has been suspended. MLA Birajit Sinha filed a case to the Kailasahar P.S. against four persons including the CMO and demanded the arrest of the accused within next 24 hours. Today Congress gheraod the CMO Dr. Alok Dewan and  demanded CBI probe into the matter of misappropriation of NRHM fund and to ensure stringent steps against the culprits. The CMO admitted that in NRHM, no adjustment was submitted for the last eight years and for this the Accounts Officer Nirmal Chandra Das, Information Section Officer Abhijit Bhowmik has been  suspended.

How a CMO office can gobble Rs 24 crores over 8 years without the necessary help from DM, Secretary, Chief Secretary and Ministers ?  Same goes with MGNREGA Rs. 17 crores Scam, also Rs 5 Crore RMSA Scam.  MGNREGA Scamster BDO Bimal calls CM as "Manikda"; also translated former Chief Secretary Panda's book One Plus One into Bengali - so shall we call this corruption series as  "intellectual nexus " of Scamsters, Officials, Ministers, Politicians ?

Only a CBI investigation under a sitting High Court Judge is the solution to clean Tripura. Tripura Opposition Parties still bargaining the "asking price" with ruling party on PIL - Public Interest Litigation - Opposition parties are so weak with a begging bowl that even the first step of a PIL was not  filed before High Court till date.  People of Tripura are yet to see an effective opposition party without dramas like Police Station Gherao or Press Confrences.

Due to weak, indisciplined, hopeless opposition parties in Tripura, it is hightime that Hon. High Court of Tripura take the first step and asks CBI for investigation into multiple scams worth hundred of crores - not only from media , common people of Tripura want a full fledged CBI investigation against this corrupt State Government.  In this current situation, only Judiciary can save the state from massive looting and rampant corruption by Politicians.
