AGARTALA, Oct 9 (TIWN): Biplab Deb’s biggest JUMLA is fooling State Govt Employees with 7th CPC promises and then delivering only 0.32 Factor hike from former CM Manik Sarkar’s given 2.25 Factor increment in 2017. This is not Central 7th Pay Commission Pay Scale but a big CHEATING to State’s over 2 Lakh Govt Employees & Pensioners. TIWN's bold Journalism and creating Public awareness in BJP's JUMLA tactics in various States, even in Tripura, 'Free Mobiles for Youths', finally Biplab Govt was forced to announce 'Tripura Pay Matrix 2018'. Instead of announcing 7th CPC from 4th March'2018 (As Modi. Amit Shah promised) and pre-election promise of delivering 7th Pay Commission Payscale Salaries to Govt Employees & Pensioners from 2016, at last Biplab Deb led BJP Govt forced to announced 'Tripura Pay Matrix 2018' which credit goes to Ministers Jishnu Debbarman, Sudip Roy Barman for putting the pressure to fulfill the Pre-Election promises. 7th Pay Commission could have been given to State Govt employees immediately after Tripura BJP Govt formation in March'2018 but P.P.Verma Committee was formed with the sole political purpose of delaying 7th CPC implementation as Modi, Jaitley didn't give required funds to Biplab Deb. As per Tripura CM's own words, Tripura needs Rs 20,000 crores in 5 years for 7th CPC implementation but in 2018-19 State Budget only Rs 1000 crores was allocated.

On Tuesday, Chief Minister Biplab Deb annnounced 'Tripura Pay Matrix 2018' in State Secretariat.

Due to continuous bold Journalism by TIWN and news publication against Pre-election fake promises, Biplab Deb's Govt even though announced a revised pay  for the employees and pensioners in Pay Matrix but with another JUMLA-motion massive cheating has been done by Modi and Amit Shah to the Tripura employees and pensioners by not announcing funding for 7th Pay Commission from 2016. 

In agreement with pensioners and employees it was clearly said that the 7th Pay Commission will be given from 2016's effect and TIWN has published the agreement papers today, but State Govt has announced the effect is from October 2018. Pensioners, Contractual employees, workers will get almost "nothing" out of this Pay Revision and also a huge amount of arrears to deprive the employees as of 2016's effect of 7th Pay Commission was not given, indeed no Pay Commission has been given today. 

Today, in the press release it has been said, "The committee has recommended that the date of effect of the revision of Pay / Wages / Pensions shall be from 1.10.2018. In case of regular employees, the New Pay Structure may be in the form of 'Tripura State Pay Matrix 2018'which was earlier prepared by 2.25 factor now may be raised at 2.57 factor".     

BJP's long list of promises after 7 months are realized by Public as mostly like to remain JUMLA because most of them like ' Free mobiles for all youths' to 'One Job to Each Household' to many others are not only impossible but need thousands of crores money which neither Modi can afford to give to Tripura.

TIWN from the beginning of BJP Govt formation in March'2018 - kept constant pressure and reminder on Biplab Deb Govt to fulfill at least 7th CPC pay scales for Tripura's 2 Lakhs Govt Employees. TIWN also strongly protested Verma Commitee's Two extensions as this was a delay game for 7th CPC.

Important Points on 7th CPC Press Meet :

1) Tripura State Pay Matrix 2018 subject to be condition that whatever the revised pay works out higher than the corresponding pay as per 7th CPC recommendations, as a result of application of multiplication factor of 2.57, suitable adjustments shall be made with a view of keeping parity with 7th Pay Commission recommendation. As a result multification factor to be slightly lower than 2.57 factor,

2) Minimum pay at the entry level of the Pay Matrix shall be Rs. 18,000 per month for Group-C and Rs. 16000 per month for Group-D,

3) Employees recruited on fixed basis against formal creation pf fixed pay posts by keeping in abeyance regular-scal posts, there shall be no change in the formula. Their pay shall be fixed at 75% of the initial pay in the relevant level of Tripura Pay Matrix 2018 and will get same benefit as regular employees,

4) Regarding daily workers/ part time workers revised pay shall be arrived by dividing the existing rates by 2.25 and then multiplying by 2.57,

5) Pensioners, family pensions of the State Govt pensioners shall also be revised using the same methodology as adopted by Revision of Pay. Minimum pension shall be from Rs. 8,000 to Rs. 1,07,450.Existing rates of additional pension shall be continue.
