 Congress demands CBI probe on all the misappropriation cases in Centrally Sponsored Scheme Funds

AGARTALA, September 19 (TIWN): A five members Tripura Pradesh Congress Committee delegates led by General Secretary Dr Ashok Sinha, MLA Jiten Sarkar and General Secretary Dipak Majumder met the Chief Secretary G Kameswar Rao and submitted a written memorandum to him demanding CBI probe in all the misappropriation cases in Centrally Sponsored Schemes Fund in the state. At around 12.30pm the delegates met the Chief Secretary. The delegates also submitted a copy Supreme Court's order WP(C) NO.645 of 2007, Court has instructed CBI to conduct a comprehensive and complete investigation in misappropriation of Centrally sponsored funds under Orissa State Govt .

 The delegation expressed shock that the special Internal Audit Report of the accounts of the BDO Bishakgarh RD BLOCK reached the office of the Chief Secretary in the month of July but till date no effective action has been taken either against the corrupt officials or their political masters. The PCC delegates categorically blamed that the money looted during the FY 2012-13 has been spent during the 2013 Assembly Election 2013 and the looted money of FY 2013-14 has been spent in the recently held Parliament Election. It is to be mentioned that in the special Internal Audit Report of Bishalgarh RD Block for the year 2012-13 and 213-14 audited during 05/05/2014 to 30/06/2014 a huge scam of more than Rs 17 crores came to light under MGNREGA.

      The PCC delegates also reminded the Chief Secretary of the serious lack of supervision as well as criminal involvements of the higher officials in the massive misappropriation of RMSA funds. Dr Ashok Sinha told TIWN over phone," We ate simply stunned to hear that media came to knew and also published news of police raids prior to its conduct in the houses of three higher officials . It is clear that one has no iota of doubt that this has intentionally been done to allow the officials to hide/remove sensitive documents and evidence including cash from their respective houses." Indeed, corruption and current Left Front Govt are now synonymous terms.

     Meanwhile in its Judgement to the Writ Petition (C) NO.645 of 2007 Hon'ble Supreme Court has categorically mentioned ," As per Section 27(2) of the MGNREGA Act 2005 the Central Government may, on receipt of any complaint regarding the issue of improper utilization of funds granted under this Act in respect of any scheme , if prima facie, satisfied that there is a case, cause an investigation into the complaint by any agency designated by it. Thus, the Central Government has full power to refer the matter to CBI for investigation in regard to the complaints received by it." The SC further said," The Central Government is even vested with the power in such cases to stop release of the funds to the scheme and institute appropriate remedial measures for its proper implementation ."

     At present where number of scams came to light regarding misappropriation of RMSA and MGNERGA funds, Centre or Tripura High Court must direct CBI to initiate a ' free and fair investigation.'

CBI Investigation on corruption with Govt Depts in Tripura may change the fate of many officials like neighboring State Assam’s former DGP Shankar Barua who had committed suicide 2 days back after CBI nailed him for involvement in Sarada Scam.
