AGARTALA, July 18 (TIWN): CPI-M Ex-Finance Minister Badal Choudhury has slammed the Biplab Deb led BJP Govt on Wednesday for withdrawing GPF, pension liabilities by activating a New National Pension Scheme (NPS). Talking to TIWN on this issue, Badal Choudhury also expressed doubt that once a new scheme is implemented it will be tough for next Govts also to change the law and restart the Pension. If any other party assume power in future, it will tough for them to establish pension scheme again. Reacting over BJP Govt’s say on “Pension liabilities are growing day by day without building any asset”, Badal Choudhury said, “BJP Govt is using terms as asset, profit, loss etc as it’s a business going on with the employees. The people who served Govt for whole life, how can a Govt leave their futures under cloud in old age ?” “Congress Govt started the NPS in 2004 but only CPI-M in Tripura and Mamata Banerjee in West Bengal had saved the pension scheme, which goes against the cruelty”, Choudhury added saying further, “Even British also gave pensions to Indians amid much cruelties”, he added.

Talking in details about the savings of an employees which says 10 % of the basic salary will be cut for pension purpose under Tier-1, Badal Choudhury said, “According to it a minimum amount will be cut per month from an employee’s salary and at the end of his career the amount which will be saved, it will be given till the savings becomes empty and after that there will be no connection further between the state govt and the employees. Earlier, after the person dies his wife also used to the pension and now if a person saves for 10 years and he lives for 20 years he has to survive without pension for 10 years”.

Giving example Badal Choudhury said, “If a person has saved 10 lakhs, s/he will be asked by govt per month how much s/he needs. If somebody says Rs. 10,000 then around 8 years s/he will get an amount and after that no pension…”

In the Govt notification issued on July 13,2018 it has been said, “Pension liabilities growing over years. The situation has been aggravated as there is no asset to back this liabilities… Pension  liabilities of the Govt of Tripura has been increased from Rs. 267.35 croes  in 2006-07 Rs.1606.01 which Is 6 times jump in the pension expenditure…The State govt has approved the new defined contributory pension scheme to all to all new entrants to state govt service joining on or after 2018, July 1st”.

The New NPS (National Pension Scheme) will also be applicable for fixed pay employees under the state govt who are being appointed to a fixed post appointed created by keeping regular pay post in abeyance on or after July 1st, 2018.

Thus employees joined since July 1st will not come under Central Civil Services rules 1972 as adopted by the Govt of of Tripura. They will not be entitled to GPF (General Provident Fund).

However the law will be applicable only for those employees who will be recruited from July, 2018.
