KAMALPUR, Oct 25 (TIWN) : The so-called ‘transparent’ regime spotted with scams under the rule of Mr. Clean Manikbabu, has a unfaded and unchanged slogan for decades and that is of deprivation by the Central Govt. Now with the emergence of BJP as the new centre of absolute power, the leftist cry got more pace.

 Occassionally, when the slumbered opposition of the state wake up for control the wrath of their own supporters and the pinching of media, they feebly oppose this and soon take their eternal bed. However, the Comptroller and Auditor General of India, in the Audit for the fiscal 2012-13 clearly shows, how most of the departments fail to even expense and utilize the budget allocation.

In the page no 1 of 257 paged report, in the Table No: 1.1.1 the report shows that, as per budget a total of 4,970.55 crores of rupees was allotted to 18 departments under SOCIAL SECTOR category. Among them, leaving the Labour Organisaztion and PGP and TRP department, all the 16 departments failed to expense and utilize the budget allocation. In this report, CAG further raises questions on different works implemented by these departments and indicated the loopholes and remedies which will be brought to the readers shortly. In this report, it is clear that among 4,970.55 cores, only 3,541.91 crores are expensed. Hence it is very clear, that the inability of the state departments are worsening the pains and pathos of the people and the scams are adding fuel to it.
